COMMUTATION
RECOVERY OF BANK RETIREES.

Dear Comrades,

Series of letters/ queries we are receiving from our members during last fortnight on the matter
`What to do?`

We have few days back discussed on this issue with our two legal advisers Sri Dibyendu Sekhar Bhattacharjee and Sri Sujit Lal Sircar [both are Ld. Advocates of Kolkata High Court and both are former UCOITES and members of our Organisation.]
After a threadbare discussion on the issue they have given us following suggestions:

1. There is merit in the issue.
2. Contemplating a move to Hon'ble Kolkata High Court is possible.
3. Retirees from 2005 to 2012 can apply.
4. Standard application form to send to our GM, HO, PSD  by eligible Retirees  is being prepared by them.
5. Legal expenses will have to be bourne by applicants.
6. Rate of interest on long term FD from 2005 to 2012 is very much required to be collected to give it a logic shape.

In this regard it should also be kept in mind by us that AIBPARC is also vigil on the issue and we append below their observations for kind information of all our members

Total works not completed yet. Work is going on at HO.

Revised pension since released in some cases.
But those who have not received revised pension, their revised Pension will be released on 31.7.2024.

However arrear pension they will get on any day in the month of July, 2024.

As expected, pending works will be completed within a fortnight.

We are very glad to inform our members that Staff Welfare Committee Meeting was held at HO -1 on 7th June, 2024 [today]where we were invited to attend and for the first time on behalf of ALL  INDIA UCO BANK PENSIONERS` FEDERATION, Com. Apurba Kapat, former Chief Manager and member of our WB Unit attended and successfully participated in discussion process. After our prolonged efforts, it has happened. We convey our thanks to all concerned.

Among others present in the meeting were our MD, both EDs and other Senior Executives of the Bank anf office Bearers of other Unions.

Important issues for Bank Retirees were discussed.
1. Funeral Expenses - No Change.
2. Although we demanded Health Check Up for all Bank Retirees, it was not approved. However, we would try our best to make it happen in future.
3. Holiday Home Facility will continue for Bank Retirees. Here allocation is increased by Rs.50 lacs.
4. Allocation of Health Assistance for Bank Retirees is reduced by Rs.5 lacs.
5. For Bank Retirees, HRMS portal will be opened.

Friends, medical assistance that we receive is very meagre in comparison to other Peer Banks.  Our efforts will continue to make it happen like other Banks in future. It is our just demand that Health Check Up is a must for all Bank Retirees and Bank should look into it for interest of all Bank Pensioners and Retirees.

SUB. OUR SUGGESTIONS FOR IMPROVEMENT OF IBA GROUP  MEDICLAIM  POLICY 2024-2025.

1. The Policy of Working Staff and Retirees should be combined one. We want single, composite Policy.
2. Base Policy coverage limit should be minimum Rs.4 lacs for all Retirees.
3. Premium for Base Policy [Rs.4 lacs] is to be borne by respective Banks.
4. Super top up Premium should be less than the premium of Base Policy.
5. Premium for Base and Super Top up Policy should be same for next 3 years.
6. The domiciliary Policy should be dispensed with as reimbursement amount limit is less than the premium amount.
7. Reimbursement not for hospitalization only. To be available for out patient treatment also.
8. Super top up should be available for all slabs.
9. GST for insurance premium is to be waived.
10. Cashless treatment should be available for all hospitals.
11. Tenure of TPA should be at least for 3 years.
12. Policy coverage is now for Retirees and spouse.  It should be extended to mentally and physically challenged children of Retirees.
13. We should follow SBI model MEDICAL INSURANCE SCHEME.
14. In the name of REASONABILITY AND CUSTOMERY CLAUSE huge amount is being deducted from amount of claim. The clause is to be abolished.

We are receiving reports from our members today that although they have opted for Old Regime Tax and submitted to Pension Paying Branches their Investments Declarations for FY 2024-2025, their Pension for April, 2024 have been reduced due to tax deduction at source.

We have discussed with concerned official of HO and advise our members to do the followings:
1. On 2nd May, 2024 please contact with your Pension Paying Branch and ensure that your investment declaration is entered and verified by concerned Branch. If not done, please have it done [entered and verified] by branch.
2. Please send one mail to HO, Pension department [ucohopension@ucobank.co.in] with a copy to Branch with a request to refund tax amount since deducted from April 2024 Pension Payment.

Please treat it as extremely URGENT.

Pension for May 2023 received less or received Rs.1.00.

Dear colleagues,

On above problem cropped up today, we have talked with concerned department of Head Office. Following mistakes are found:
1. Declaration for investment 2023-24 not submitted to Pension Paying Branches in time.

2. Declaration submitted by Pensioner in time but not uploaded the same by branch in GBM mode.

3. Not properly change to old regime [tax purpose] done if one wants to stay with old regime. It was necessay to inform Pension paying Branch to change to old regime   and to have it changed properly in time.

Please note, this time for 2023-24  Bank made for all Pensioners to New Regime.

Anyway, now as per HO direction, WINDOW [for refund of tax so deducted] will be opened tomorrow 31.5.2023. All Bank Pensioners who have got less Pension for May 2023 are requested to çontact with their Pension Paying Branches tomorrow 31.5.2023 for refund of tax so deducted.

Further, all Bank Pensioners are requested to collect TDS CALCULATION REPORTS from concerned Pension Paying Branches to see that your tax has been properly deducted. If you see any mistake in the said Report please tell Branch Official to correct the same and please again take TDS Calculation Report so corrected. This will protect you from unknown tax deductions.

It has been observed that many good Hospitals in important cities across the country  have not been included in registered list of Safeway Insurance TPA Pvt. Ltd., the official TPA of IBA GROUP MEDICAL POLICY 2022-23. 

As a result a large number of Senior UCOites in case of hospitalization are unable to avail CASHLESS TREATMENT FACILITIES in those hospitals although they reside near to these hospitals. This is indeed a genuine problem faced by UCO BANK RETIREES.

In this regard we have already talked with officials of Safeway. We have already urged them to include some such hospitals in their registered list.

We now request all our Office Bearers/ members to send  names of good hospitals with complete addresses [only those are not included in registered list of Safeway] to following whatsapp number of GS.

Today two more important District Committees have been formed.

1. One meeting is held in Durgapur. Our Central Leaders Com. Amar Chandra Chatterjee, Com. Tridib Charan Chowdhury, Com. Kanak Kumar Malkhandi were present. Paschim Bardhaman District Committee has been formed in the gathering of Comrades of Asansol/ Durgapur and adjacent areas.  Com. Asitabha Dasgupta has become District President and Com. Mihir Mondal has become District Secretary.

2. In Junbedia, Bankura another meeting is organised where Central Leaders Com. B.K.Banerjee, Com. S.Sarkar, Com. N.R.Baksi were present. Here Bankura District Committee has been formed where Com. Ananda Dulal Roy has become President and Com. Sagar Chandra Mondal has become District Secretary.

Large number of Senior UCOites were present in both the meetings even in this hot day today. They have proved their earnest care for their beloved Organisation.

We are surprised that  no case [ the cases that we have dealt today]has been forwarded by any ZO. Members are only giving the pending cases to us. We would request all our District Leaders/ State Leaders  immediately to meet Zonal Managers  of respective Zonal Offices and press them to send pending papers of applicants to HO.
